Christians in lands where persecution is rife understand something that Christians in the West do not: that what a government says you can and cannot do to obey God makes very little difference, for the committed believer, about what one actually does.
The committed believer will obey everything God says to do, regardless of what the government commands.
The uncommitted believer will obey very little of what God says to do, regardless of what the government encourages or incentivizes.
Government regulations matter very little compared to the state of the heart.
